MONTGOMERY — The new chairman of the Alabama Democratic Party is criticizing plans being developed by Republican legislative leaders to limit access to lawmakers’ offices when the Legislature is in session.

Party Chairman Mark Kennedy said Wednesday that Democrats had an open-door policy when they were in charge of the Legislature, but the new Republican leadership isn’t as open.

House Speaker Mike Hubbard and Senate President Pro Tem Del Marsh said Monday they are looking at restrictions because of a Jan. 8 shooting in Tuscon, Ariz., that killed six people and wounded 13 others, including Congresswoman Gabrielle Giffords.
