Former Democratic Lt. Gov. Lucy Baxley has taken an early lead over Republican Twinkle Andress Cavanaugh for president of the Public Service Commission.

Baxley has 57 percent to Cavanaugh’s 43 percent with about one-eighth of the precincts reporting.

The winner will replace Republican Jim Sullivan, who retired Tuesday after 25 years on the state’s utility regulatory board.
