Details of city’s two-year contract with Sea Coast

Sea Coast Disposal will take over garbage collection service in Selma when the city’s contract with Advanced Disposal ends in January.

The city council voted to enter into an agreement with Sea Coast to start collecting garbage in February, and it is preparing to sign the contract to make it official.

The initial term of the contract is for two years and four months with an option to renew it for an additional two years after the first term is up.

The contract will require Sea Coast to collect garbage at all residences within the city and businesses in downtown Selma. The contract says Sea Coast will be responsible for collecting and disposing garbage from each residence and businesses from carts and commercial containers.

The contract is for the collection of household and commercial waste only and allows Sea Coast the right to deny waste that does not comply with the service they provide.

Each residence and business will have garbage collected once per week. The contract also requires Sea Coast not to spill or litter garbage during the collection process.

Residents and businesses will be responsible for carts or other containers that are provided by Sea Coast, and they can be billed if the container is damaged or lost.

Sea Coast officials told council members during a town hall meeting earlier this month that all carts will be tracked through a radio frequency to prevent them from being stolen or used by people they don’t belong to.

The contract requires Sea Coast to have a local office where customers can contact them during the hours of 8 a.m. until 4:30 p.m. during regular collection days.

The contract includes a clause that allows the city to penalize Sea Coast for failing to perform its contractual obligations. The initial fee is $50 and goes up to $100.

Garbage that is collected by Sea Coast will be disposed of at a solid waste transfer station on Alabama Highway 41, which is owned and operated by Advanced Disposal.

Each household will pay $20 per month for curbside service and $22 per month for backdoor service. Customers will be billed by Sea Coast, and it will be responsible for collecting fees from its customers.

Downtown businesses will be charged $63 per month for a two-yard dumpster or $20 per month for a cart. Customers will be billed quarterly, and payments will be due by the 15th of each month of each quarter. Customers that pay ahead for a full calendar year will receive a one-month discount.

Customers that do not pay will have containers revoked and charged a $25 reinstatement fee to have service restarted.

Fee increases will be proposed to the city for additional operating expenses that are a result of federal, state and local laws, and the city will negotiate the fee increase.

Every residence in the city is required to have garbage collection service, and the contract states the city will uphold that ordinance.

Sea Coast is currently in the process of holding registration events for each ward. The next signup is in Ward 2 and is scheduled for Saturday, Nov. 28 from 8 a.m. to 4 p.m. at the YMCA.
