fatherandson- No, Crime stoppers pays based on the severity of the crime. Murder is at the top of the list for obvious reasons. Therefore, an informant will get $1,000 IF they call into the crime stoppers phone line.
Also, police and sheriff's do not pay the rewards money given out. It is from donations from people in this area.
Maybe if everyone who complained about not having a reward (which there was through Crime Stoppers) donated whatever money they could, then they could up the $1,000 max to an even higher number.

Crime Stoppers pays $1,000 for information leading to an arrest for murder cases. So, in effect, that is a reward.
