The machine IS a computer. The "black box" is a memory card which is the media (software/firmware) that tells the computer what to do.

Communications software is NOT necessary for the optical-scan machine to be hacked. That argument is a red-herring thrown around by the vendors.

We agree that there needs to be a lot of oversight over the vote counting process and that must include hand-count audits of the votes cast.

The explanation by the ES&S representative is pure foolishness. How ignorant does he think the City Council is? The optical-scan machine IS a computer. The "black box" he talks about is a memory card. That memory card can, and has in many elections run on ES&S optical scan machines, contain software errors. That memory card can contain malware that can be passed from the memory card to the optical-scan machine and then on to every other memory card and computer.
