Sex crime lands man in prison for 15 years
Published Tuesday, July 22, 2008
MARION Staff report
A Perry county man received 15 years in prison Monday for a sex crime.
Frank Bates received his sentence from Circuit Judge Jack Meigs.
Bates, 32, had pleaded guilty to sex abuse in the first degree, according to District Attorney Michael Jackson.
“We will continue to declare ware on child molesters and ship them off to prison for a long time,” the district attorney said after the sentencing.
Court records show on Dec. 27, 2005, the Department of Human Resources was notified by a relative of a 6-year-old girl of suspected abuse by Bates.
The child was taken to a hospital where the physician found signs of abuse.
Bates was not related to the child. He was a registered sex offender at the time.
The Alabama Bureau of Investigation Web site showed a conviction date of Nov. 5, 2001, for a Bates with the same name and birthdate. The Web site shows he was convicted of rape in the first degree.
The Web site also showed Bates as incarcerated in Donaldson Correctional Facility. He registered as a sex offender on May 22.

All I can say is... ONLY 15 YEARS???? This child must live the rest of her life with this nightmare hovering over her. It will take years of counciling for her fragil life to regain some order of semblance of her former life. This sub-human gets off with only 15 years?? It is beyond my scope of reasoning as to how anyone would see this as justice!
I spoke to Mrs Maggie Davies (she has made sex offenders in Selma her personal battle for 3 years) and she told me that as of last month we had 91 sex offenders registered in Dallas county with a majority of them living in Selma. Of those 91 creeps, 65 of them perpetrated crimes against children! Some of these are kids as young as as 4 years
old!
She also showed me proof that we have 11 sex offenders living illegally close to 9 of our schools here in Selma. The law clearly states they must not live less than 2000 feet from any daycare or school. I have to wonder why in this day and age this can continue. She also showed me a publication from the Department of Justice that stated...
"Compared to non-sex offenders
released from State prisons, released
sex offenders were 4 times more likely
to be rearrested for a sex crime.
Within the first 3 years following their
release from prison in 1994, 5.3% (517
of the 9,691) of released sex offenders
were rearrested for a sex crime. The
rate for the 262,420 released non-sex
offenders was lower, 1.3% (3,328 of
262,420).
The first 12 months following their
release from a State prison was the
period when 40% of sex crimes were
allegedly committed by the released
sex offenders."
In my humble opinion, this is a gamble too great to subject our children to.
Mrs. Davies said that anyone who would like to contact her can do so about this ever so growing problem. Her email is D_davies@bellsouth.net . She has already met with cityhall and the last police chief. I just hope soon she will not still be the only soldier in this war to protect the children of Selma!
