Uniontown Police Chief Donald Rhodes said the department arrested the two men days after an investigation that began late last week.

“We had a parent come to us last week, and told us their 14-year-old daughter had been raped,” Rhodes said. “We took her to the hospital and they confirmed she had been assaulted.”

During a police investigation Rhodes said the mother and child both identified Armstrong and Bell to officers. While the victim is related to Armstrong, Rhodes said she was also a friend of Bell’s.

For Rhodes, the ages of the victim and suspects makes the case even more disturbing.

“This kind of case is always shocking to your senses, and then you add in the ages of everyone involved — a 14-year-old victim and two 21-year-old suspects,” Rhodes said. “It’s just sad. She is just a child, and these boys should have known better.”

Rhodes said Armstrong and Bell are both being held on $25,000 bonds at the Perry County Jail in Marion.
